From reform to operation
September 2026 represents an operational phase for the Procurement Act 2023 rather than a period of new announcements. Attention has shifted to how the regime is actually working day to day, particularly around transparency notices and payment obligations.
Where the pressure is landing
Contract management, not tender-stage compliance, is where most public buyers are now focusing scrutiny. Late payment reporting, performance data publication and ongoing transparency duties apply throughout the life of a contract, not just at award.
What suppliers should audit
- Are payment terms being tracked and reported in line with the Act's obligations
- Is contract performance data being captured consistently enough to publish on request
- Do subcontractor payment practices meet the same transparency standard as the prime contract
